Dubai launches giant palm tree resort island

Dubai has unveiled plans for a palm tree-shaped resort island on land reclaimed from the sea that will add 120 kilometres of sandy beaches and be visible from the moon.

"Palm Island" will include 2,000 villas, up to 40 luxury hotels, shopping complexes, cinemas and the Middle East's first marine park, said Sultan bin Sulayem, chairman of Dubai Palm Developers.

The island will be built in the shape of 17 huge fronds surrounded by 12 kilometres (7.5 miles) of protective barrier reefs, extending five kilometres (three miles) into the sea south of Dubai city.

"The project has taken four years of methodical planning and exhaustive feasibility studies to ensure that the islands can be built without disrupting the environment," Sulayem said.

They will be accessible by 300-metre (990-feet) bridges from the mainland or boat to two marinas, while the main causeway will also have a monorail system.

The project will be built on 80 million cubic metres (2.8 billion cubic feet) of land dredged from the approach channel to the emirate's Jebel Ali port, an operation that will deepen the channel to 17 metres (56 feet).

Khalid bin Sulayem, head of Dubai's tourism board, said the project would elevate Dubai "from regional players to leaders in tourism development who focus on modernising and expanding tourism infrastructure to attract more tourists."

Property on the islands, expected to take up to four years to complete, will be for sale to foreigners as well as Emiratis. Sulayem did not put on a figure on the project cost.

A consultant with Palm Developers told AFP at Dubai's Arabian Travel Market that the contract for the project was expected to be awarded next week and construction take up to five years.
With its oil resources running out, Dubai, part of the United Arab Emirates (UAE), has launched a multi-billion dollar tourism drive in an effort to establish itself as the Gulf's leisure hub.

The local Abdullah al-Futtaim Group last month launched Dubai Festival City, a project to develop a four-kilometre-long (2.5-mile-long) stretch of the emirate's southern creekside at a cost of 1.6 billion dollars.
And a 10-billion dollar project to build a new city called Dubai Marina is already well underway. It is to house 100,000 people around a huge water basin within a decade.

The Group I Dubai World Cup, sponsored by Emirates Airline, is run at Nad Al Sheba race course in Dubai and is worth US$6,000,000 making it the richest race in the world. It is the highlight of a meeting worth US$15,250,000, which is the world's richest race meeting.

There are seven races on the programme, six for thoroughbreds and one for Purebred Arabians. Of the six thoroughbred events, four are run at Group I level, the highest standard in international racing.

These are the Dubai World Cup, the US$2,000,000 Dubai Duty Free, the US$2,000,000 Dubai Sheema Classic and the US$2,000,000 Dubai Golden Shaheen. The Purebred Arabian race is the Dubai Kahayla Classic and is run under Group I status and at US$250,000 it is the richest race for Purebred Arabians in the world.

The responses from the world's leading automobile manufacturers present at the event indicate that they were happy about the quality of visitors. "This year the Middle East International Motor Show has been the most successful for the BMW Group in terms of enquiries and the number of orders received for all our 2002 models, especially the totally re-designed flagship BMW 7 Series model and the all-new MINI Cooper. Our stand was filled to capacity on the opening day of the show, and customers were pressing us to accept deposits on cars immediately. DaimlerChrysler, which exhibited some of its breath-taking models including the SL 500 roadster, S 63 AMG, Jeep, Chrysler and Dodge, attracted big crowd to its stand. The Land Rover with its innovative outdoor stand, which featured a rock-climbing wall, attracted a lot of attention and participation. "People enjoyed the outdoor design which, of course, is the natural habitat of the Land Rover brand. The Dubai Motor Show is an important event for the auto industry in the Middle East and we felt exhibitors and visitors were positive and supportive of the show," said Matt McClurg, Marketing Manager, Land Rover Middle East & Africa.

The Dubai-based Future Motors presented a number of exquisitely designed cars from companies including Herbert Hartage GmbH & Co, Carlsson Autotechnik GmbH and TechArt Automobildesign GmbH and Pagani at the Motor Show.

Four well-known car tuning and design companies present at the show included the Switzerland-based, Fab Design which specialises in high end Mercedes models, Hamann, a German company that specialises in tuning BMW and Ferrari cars, 962 Derek Bell, which designs sports models on Porsche platforms and Brabus, the exclusive Mercedes tuner from Germany. "There is a big market for specially designed and tuned cars in the Middle East. We are exhibiting at the Motor Show for the first time and have received a large number of genuine enquiries," said R Rysanek, president and designer of Fab Design.

Motor Parts & Accessories 2001, the parts and accessories segment of the show attracted participation from the world's leading automobile parts & accessories manufacturers, including tyre companies and in-car entertainment equipment manufacturers and auto industry consultants. "Dubai hosts one of the most prominent Motor Shows in the region, and we feel it is the ideal platform to introduce to the automotive industry the many innovative solutions we are developing," said Abdulla Al Ghandi, Chairman, Amautage Automotive, a Dubai-based automobile industry consultant, who offers a comprehensive suite of integrated products and business solutions for the global automotive industry.

Dubai Astrodome

Union Properties plans to build Dubai Autodrome, the Middle East's first fully-integrated motorsports facility. A 5km circuit designed to Formula One specifications, complete with grandstand, hospitalitsuites retail shops, F1-themed refreshment outlets and restaurants.

Facilities will include educational centres for 4x4 and rally driving, indoor and outdoor kart tracks, junior Formula BMW, Touring Cars, Formula 3, American Le Mans, Super Bikes plus off-road driving and driver training centres.

In keeping with Dubai's quality standards, Dubai Autodrome aims to be the region's motor racing hub. An Automotive Business Park will be established with in the complex and available for leasing to support the industry.

Zabeel Park Dubai

Zabeel Park to be set up by Dubai Municipality for Dh180 million at the existing Zabeel Square will get extensive sports and recreation facilities. Zabeel Park, will have a total area of 51 hectares distributed over three plots connected by means of bridges, is currently in the tendering process and is expected to be ready by August 2003.

The main features include a 45-metre high Panoramic Tower, Technology Zone that comprises technological interactive displays, Space Maze, which is an electronic maze, Sports Area including sports courts and clubhouse, Barcode Garden, which includes hi-tech displays and water features, and Alternative Energy Zone featuring interactive displays on alternative energy such as solar, wind, geo-thermal tidal, etc. The park also consists of a lake provided with water cascades, wave machine, geyser, boat hiring, laser projection on water screen in the lake, and a lakeside restaurant, and skate park." Other features include the Mega Bowl amphitheatre with a seating capacity of 2,000, for group wedding parties, and services required for different types of performances; Imax Theatre with a seating capacity of 450, associated with retail and food and beverages facilities; BMX trail, adventure play area, and adventure golf; function plaza for special occasions such as launching a new product, small special markets and parties; as well as road train, water gardens and water features, retail and food and beverages outlets, exhibition building, coffee shop and other amenity buildings. It will have six gatehouses including first aid room, public toilets and services.

Sheikh Saeed Al Maktoum House

Sheikh Saeed Al Maktoum House

This imposing building distinguished by its four elegant wind-towers, stands along the famous Creek of Bur Dubai. It was built in 1896 and was the residence of the Ruler. It takes its name from Shaikh Saeed Al Maktoum, who resided there until his death in 1958.

Originally strategically situated at the mouth of Dubai's lifeline, the Creek, this carefully restored museum now lies close to the Bur Dubai side of the Shindagha Tunnel and next to the Heritage and Diving Village.

Shaikh Saeed House is built in the traditional manner of the Gulf Coast, from coral covered in lime and plaster. The house has a large courtyard in the style of residences of the olden days. It is partly single, and partly two-storied, comprising a large number of rooms, verandas and bath rooms, divided into independent family units.

There are two entrances to the building. The main entrance is from the Creek side, through a security yard, from where is the entrance to the main majlis and guest rooms. The yard leads also to the main courtyard, around which are distributed five separate family units, each of which consists of a veranda, majlis and rooms. The second entrance is on the rear side of the building, and was probably reserved for family members.

Dubai Municipality appointed a specialized Consultant to carry out a thorough survey of the building and its deterioration, and then plan its restoration. The work was commenced in 1984, and completed two years later using traditional building materials and techniques, and where necessary, strengthening the structure with modern materials.

Infinite care was taken in the restoration of the architectural elements of the building. The restoration is remarkable for its carved teak wood doors and windows, architraves and wooden lattice screens, and the balustrades of railings. The pierced gypsum ventilating screens have floral and geometric designs, and are set into the thick walls.

The House is now converted into a Museum of Historical Photographs and Documents of the Emirate of Dubai and illuminated at night with flood-lights; it stands as a reminder of Dubai's rich architectural heritage and culture.

The Dubai World Trade Centre (DWTC) was built by H.H. Sheikh Rashid bin Saeed al Maktoum, Vice President and Prime Minister of the UAE and ruler of Dubai. Dubai has evolved as a significant jewellery manufacturer as well as wholesaling substantial quantities of jewellery from Italy, Malaysia, Indonesia and South Korea. Italy alone exports around 25 tonnes (0.8 million oz) of gold as jewellery to Dubai annually. Saudi Arabian manufacturers have also established outlets in Dubai. Factories in Dubai and the neighbouring emirate of Sharjah produce around 49 tonnes (1.6 million oz) of gold jewellery annually.

The essence of jewellery marketing in Dubai is high volume and low mark-up. With no sales tax, it is one of the cheapest places to buy jewellery. Indeed, Dubai calls itself 'City of Gold'. The 400 gold shops in its souks and shopping malls have 9.3 tonnes (0.3 m oz) on display in 18, 21, 22 and 24 carat gold, often with jewellery, coins and small bars.

The amount of gold jewellery consumed locally in the UAE stands at around 41 tonnes (1.3 m oz). Retail sales, however, are far higher because of the very large number of purchases made by tourists. A major surge in consumption occurs every March with the Dubai Shopping Festival which actively promotes gold. During the March 2001 festival, it is estimated that over 9 tonnes (0.3 m oz) of gold jewellery was sold.

The Dubai Gold & Silver Jewellery Group, an association of local manufacturers, wholesalers and retailers, is active in promotion.

Dubai International Airport is considered the Middle East’s premier and busiest airport. In 2001, despite the impact of global events, it registered a 10% growth in passengers throughput which totaled 13.5 million. The ACI traffic statistics have ranked Dubai International Airport as one of the fastest growing airport in the world.

Anticipating the travel demands of the 21st century, the Dubai Department of Civil Aviation commenced a US$540 million expansion program in 1997 which was completed with the opening of the Sheikh Rashid Terminal in 2000. Dubai International Airport at present has the capacity to handle 22 million passengers annually.
However, according to projections, 30 million passengers are expected to use Dubai International Airport by 2010. With these figures in mind, the Department of Civil Aviation is set to begin the 2nd phase of expansion costing US$ 2.5 bn in the first quarter of 2002 to be completed by 2006. The name was derived from the location of the park on the bank of Dubai Creek. The foundation of the park was due to the policy of Dubai Municipality to expand the green land in the city and to provide the residents and tourists with recreational places enabling them to spend enjoyable times away from the stress of work.

Reflects a green colour, the park creating a splendid harmony with the blue water of the creek, the clear sky of Dubai and the greenery of the Creek Club known for its deep-rooted sails in the sea of history. All these features amalgamate gradually with the high buildings that distinguish the palpitating heart of the bustling city center.

Dubai Creek Park, occupying more than 96 hectare large, costing more than 106 million Dirhams, is considered the second largest park in Dubai following Mushrif Park. Nevertheless, it is recognized by its modern equipment and is distinctive due to its strategic location in the heart of the City and it was opened in 1994.

The park includes many unique recreational areas, and has three helicopter landing pads, a first aid room, a communication center and water coolers.

Recreational Areas
A small 18-hole Mini golf course is available in Dubai Creek Park for the fans of this game, which is attracting many of Dubai residents. Five shady places for the children's games have been set, as well as an amphi-theater equipped to accommodate 1200 people and to host public events and performances.

Restaurants

In addition to the main restaurant, many small snackhouses are set along the park, by the creek, over a length of 2.6 km, offering refreshments and light meals to visitors during official working hours.

The Boats and Park Entrances
Five gates are distributed along the Creek Park, three of which are on the main street and the other two, on both sides of Al Maktoum and Al Garhood bridges. Four berths to host boats arriving from Deira and Dubai are available, enabling visitors to reach the park by a touring boat.

The Green Area
The park is designed in a modern style, combining both architectural and natural designs. It includes new kinds of plants cultivated for the first time in the United Arab Emirates.

It also constitutes a technical reference for the students interested in landscaping parks organization. The park comprises 280 kinds of trees and flowers planted for the first time in addition to green lawns covering around 39 hectares of the park's total area.

Ditch Irrigation Area
The area close to A1 Garhood Bridge was designated for the cultivation of palm trees and is irrigated through ditches. This irrigation method was applied in the past and it's still used in some parts of the U.A.E.

The tourists in Dubai have the chance to see the city's sights in the same way as the tourists in England from the upper deck of an open-topped double decker bus.

It is the first time the company has ventured outside London. Dubai was the first foray for the company outside of London. For past four months, The Big Bus Co. has operated sight-seeing tours in Dubai.

The company keeps its buses - two of which are red double deckers - at its garage in Jadaf. The buses were shipped to Dubai from the UK.

Each bus seats 41 people on the upper deck and 27 on the lower. The tour takes approximately 1 hour 30 minutes depending on traffic, and allows customers to hop-on and hop-off the bus at 8 different stops. These include Wafi City; Dubai Creek, next to the British Embassy; Dubai Museum; Bur Dubai Old Souk; Jumeira Mosque; Sheikh Saeed Al Maktoum's House and Heritage Village; the Gold Souk; and a stop by the twin towers on Baniyas Road.

Tours start from Wafi City at 10:00 in the morning, and depart every 30 minutes till the last bus at 22:00. Each ticket is valid for two evenings, and also includes entrance to Sheikh Saeed Al Maktoum's House, Dubai Museum, as well as a Wafi Advantage Card, which offers discounts at various outlets in Wafi City.

During Summer Surprises the cost is Dhs 50 per Adult, Dhs 30 per child (aged 5 to 15 inclusive), and Dhs 130 per Family (2 adults and 2 children). Children under 5 are free. Buses are also available for private hires.

You will need to know that most of the bars that can serve alcohol are only in hotels, there are though a few exceptions, and most of these are reviewed here. Dubai also has some interesting laws regarding clubs; they all must close at 3 am, you must be 21 to drink alcohol, 25 to enter a nightclub, and interestingly they are not allowed by law to refuse entrance to anyone, including members only clubs. Having said that this does not mean that you will be able to walk into any members club free of charge, a lot of the members clubs have very high entrance fees, that they will charge you if you do insist on applying the law and entering the club. This to be honest is a good thing as it allows the clubs to ensure a good mixture of clientele. We have included below tips on how to get into some of the most exclusive clubs, so please do read the reviews thoroughly. Have a great time.

Many people expect the U.A.E., being an Islamic country, to have a pretty tame nightlife. This is definitely not the case in Dubai. There are plenty of bars and clubs (most based in hotels in order to serve alcohol) attracting a lively and eclectic crowd. Most nightclubs have cover charges, and drinks tend to be pricey. Virtually every bar in town has a resident band and deejay, and there are a few jazz bars and piano lounges with excellent live performers.

Most bars don't start filling up until at least 9 pm, and the nightclubs are practically empty until about 11 pm. Thursday is always busy because it's the start of most people's weekend. Tuesday is Ladies Night at many places. Most bars and clubs close by about 3 am, and there are usually plenty of cabs waiting outside to take you home. The great thing about Dubai is that crime is virtually unheard of, so you are perfectly safe getting a cab or walking back to your hotel even in the early hours of the morning.

Although it isn't openly discussed, some bars and clubs have a "door policy," which is sometimes blatantly racist. If you find this is the case, arguing with the doorman rarely makes a difference -- just don't give that place your business.

A historic building at the Al Bastakiya area dating back to 1918 is in a process to be renovated by the Dubai Municipality. The renovation began in December 2001.

The building will be turned into a museum housing historic coins from the Arabic and Islamic era. It is Dubai Municipality's long-term plan to restore rich cultural, heritage and architectural landmarks in Dubai to former glory.

Dubai Municipality is planning to renovate all the historic buildings of the Bastakiya area to open more museums, galleries, restaurants and traditional markets. The building consists of two floors and one of two entrances is located in the north. The first floor consists of two bedrooms, which have traditional windows. There is a kitchen, separate bathrooms for the bedrooms and two storerooms, one in each floor. There is a large room on the upper story, which includes traditional windows, a hall and a bathroom.

The Bastakiya district is a step back in time, loaded with traditional courtyard houses, bedecked with wind towers, and has been earmarked for tourist development, with the construction of a museum, cultural Centre, and an art gallery that showcases local talent.

Functions of Customs

Customs is no longer a mere collector of duty or inspector of cargo. Customs has assumed new responsibilities that are more significant from a traditional perspective. It has expanded to include the facilitation of trade while, at the same time, Customs continues to play a vital role in preventing the entry of goods detrimental to the United Arab Emirates society. One of the greatest challenges of Dubai Customs consists in balancing the facilitation and the need for control.

Economic Function: Regulate the flow of trade into the business sector.
Financial Function: Collect revenue.
Statistical Function: Generate trade statistics reports and analyses.
Social Function: Regulate imports and exports into and out of Dubai.
Customs Policy pursued in UAE and particularly in Dubai has been responsible for elevating Dubai to its present status of an international trading centre. The role of Customs now covers economic, social and statistical areas. Simply stated, Dubai Customs plays a pivotal role in border protection, trade administration and revenue collection.

Collection of Customs Duties
Customs is charged with assessing and collecting duties imposed on imported goods. Dubai levies a 4% duty on all imported goods (50% on alcohol and 100% on Tobacco) unless they are exempted.

Provision of complete information on trade
Statistics Section collects and analyses information on trade, import, import for re-export and export. Trade and Customs statistics are essential decision-making tools in order:

in to develop trade policies and agreements;
to ensure the financial wealth of a country
to fund and resource government departments
Protection of public health

This type of function is not related to economic protection as much as it is to controlling goods harmful or potentially harmful to the individual or environment. In fact, strict control is imposed on foodstuffs, vaccines, medicines, drugs and other similar goods. Dubai Customs works in close relationship with Dubai Municipality and Ministry of Health.


Prohibition or restriction of goods

Dubai Customs is also the first line of defense against the importation of harmful goods that affect individual health, coherence of the society and environment cleanliness.


Implementation of regulations to control the flow of foreign trade

The economic role of Customs due to the liberalized and transparent policy, has raised Dubai to an international trade hub which now handles 70% of UAE's non-oil trade.

The simple and easy customs procedures have facilitated smooth movements of consignments in and out of the country, affording international trade remarkable incentives.

Excellent infrastructure combined with high level transport and communications facilities and the absence of sales taxes paved the way for non-oil trade to grow.


Provision of efficient import/export procedures to trade community

The liberal economic policy regarding customs operations brought about rapid increase in the Emirates development and trade.

The policy regarding re-export is another factor in the speedy development achieved by the economy of Dubai. Traders could import from low price sources and keep the goods for a period of six months paying only a deposit of 4% until they find the most profitable market to re-export their goods. The deposit is then refunded on producing proof of export.

The transshipment facility, that enables traders to transit their shipments through Dubai without any hassles, has also helped boost international transactions, contributing to rapid economic development.


Provision of incentives to investment

One of the major objectives of trade administration is to ensure that the trade and commerce community receives the support and is given the advantages intended by a wide variety of trade policy, legislation or agreements.

Above all, the economic policy of keeping tariff rates at low levels and the setting up of free trade areas such as free zones and duty-free areas has provided substantial force to accelerating the pace of growth of foreign trade as well as industrial development.
